Project Overview

Following OCX’s appointment as the Owners Corporation Manager in mid-May 2025, we inherited a significant long-standing issue that had remained unresolved for approximately two to three years. A major communal facility had remained closed due to historical compliance issues, deteriorating infrastructure and outstanding remediation works, resulting in increasing resident dissatisfaction and the loss of an important community asset.

Recognising the significance of the project, OCX immediately assumed ownership and developed a structured project delivery strategy. Rather than treating the matter as a routine maintenance issue, we approached it as a complex capital works project requiring strategic planning, compliance management, competitive tender management, contractor coordination, financial oversight and ongoing stakeholder engagement.

Our objective was not simply to reopen the facility, but to deliver a compliant, safe and high-quality asset that would provide long-term value to the Owners Corporation while ensuring owners received the best possible outcome for their investment.

 

Stage 1 – Project Review & Strategic Planning

May 2025

Immediately following our appointment in mid-May 2025, OCX undertook a comprehensive review of the project’s history to understand why the facility had remained closed despite previous attempts to resolve the issues.

This involved reviewing historical reports, previous contractor recommendations, compliance documentation and committee records, together with detailed site inspections to identify the key barriers preventing the facility from reopening.

Rather than progressing isolated repair works, OCX identified that the project required a structured delivery strategy that addressed compliance, safety, technical and financial considerations in the correct sequence.

A comprehensive project roadmap was developed outlining each stage of the project, including regulatory compliance, safety barrier rectification, Council approvals, competitive tendering, capital works delivery, commissioning and resident communications.

By establishing a clear strategy from the outset, OCX provided the Committee with confidence, realistic project timeframes and a structured pathway towards reopening the facility after years of inactivity.

 

Stage 2 – Compliance Management & Regulatory Coordination

May – June 2025

Following the initial review, OCX commenced detailed investigations into the outstanding compliance requirements that had prevented the facility from legally reopening.

OCX coordinated specialist inspections, liaised directly with Council, engaged technical consultants and reviewed the applicable legislative requirements to determine the extent of the rectification works required.

As investigations progressed, additional compliance requirements relating to the safety barrier and statutory approvals were identified that had not previously been addressed.

Rather than proceeding with construction prematurely, OCX ensured every proposed solution complied with current legislation and Australian Standards before works commenced, reducing project risk and preventing costly rework later in the project.

By proactively managing the regulatory process from the beginning, OCX established a clear pathway towards achieving full statutory compliance.

Stage 3 – Tender Management & Contractor Selection

June – July 2025

Recognising the significance of the project and the importance of protecting owners’ funds, OCX implemented a comprehensive competitive tender process to ensure the Owners Corporation achieved the highest quality outcome while obtaining value for money.

OCX engaged five contractors to submit detailed proposals for the compliance works. Tender submissions ranged from approximately $3,839 for partial works excluding statutory approvals through to $23,476.20 for fully compliant solutions.

Each submission was thoroughly evaluated against a range of technical and commercial criteria, including:

  • Compliance with Australian Standards and legislative requirements.
  • Scope completeness.
  • Construction methodology.
  • Contractor capability and relevant experience.
  • Building permit and statutory approval requirements.
  • Long-term durability.
  • Project risks.
  • Overall value for money.

OCX prepared a detailed tender evaluation and recommendation for the Committee, clearly outlining the strengths, limitations and risks associated with each submission.

Following negotiations and clarification of contractor scopes, OCX recommended the contractor that provided the strongest balance of compliance, technical capability and value, with a compliant proposal of approximately $7,810, including management of the required building permit.

This recommendation represented a potential saving of more than $15,000 when compared with the highest compliant tender while still delivering a fully compliant outcome.

Throughout the tender process, OCX negotiated with contractors, clarified technical inclusions, reviewed alternative methodologies and ensured pricing was based on comparable scopes, significantly reducing the risk of omissions and future contract variations.

 

Stage 4 – Design Development & Technical Coordination

July – September 2025

Following appointment of the preferred contractor, OCX continued to lead the project through detailed technical coordination and design refinement.

During this phase, additional structural investigations were required to confirm suitable mounting locations for the new compliant safety barrier and ensure the proposed design would support future maintenance requirements.

OCX facilitated ongoing collaboration between contractors, consultants and the Committee to refine the design, resolve technical issues and ensure the proposed solution was both practical and compliant.

This collaborative approach reduced construction risk while ensuring the completed works would remain functional, maintainable and compliant well beyond project completion.

 

Stage 5 – Compliance Achieved

October 2025

Through proactive project management and coordination, OCX successfully achieved one of the project’s most significant milestones.

By October 2025, OCX had coordinated:

  • Completion of the compliant safety barrier.
  • Independent compliance inspections.
  • Issue of the Certificate of Barrier Compliance.
  • Registration of the facility with Council.

These achievements resolved historical statutory compliance obligations that had remained outstanding for several years and removed one of the major barriers preventing the reopening of the facility.

 

Stage 6 – Capital Works Delivery & Project Management

October 2025 – February 2026

Following successful completion of the compliance works, OCX commenced management of the principal restoration project.

The remediation works were valued at approximately $38,400 plus GST and included:

  • Structural concrete repairs.
  • Crack remediation.
  • Rust treatment.
  • Replacement of damaged tiles.
  • Stainless steel repairs.
  • Pool ladder reinstatement.
  • Surface preparation.
  • Application of a commercial-grade four-coat epoxy coating system.
  • Quality assurance inspections.

Throughout construction, OCX remained actively involved in every stage of the project by:

  • Coordinating contractor attendance and sequencing.
  • Monitoring project progress.
  • Managing consultant and contractor communications.
  • Reviewing technical issues.
  • Facilitating Committee approvals.
  • Managing project documentation.
  • Monitoring programme delivery.
  • Providing regular project updates to the Committee.
  • Managing risks and construction challenges as they emerged.

Rather than acting purely as an administrator, OCX served as the central point of coordination between the Committee, consultants and contractors, ensuring decisions were made promptly, and project momentum was maintained.

 

Stage 7 – Managing Variations & Unexpected Challenges

January 2026

During surface preparation works, contractors identified significant latent defects beneath the existing pool surface that could not have been identified during the original inspections.

While the initial remediation scope allowed for repairs to approximately six isolated areas, further investigations revealed more than thirty delaminated sections requiring treatment before the protective coating system could be applied.

OCX immediately coordinated further technical assessments, reviewed the contractor’s recommendations, assessed the financial implications and prepared a comprehensive recommendation for the Committee.

Following approval, OCX successfully managed an additional project variation of approximately $8,200 plus GST to ensure the deteriorated substrate was fully rectified.

Although the variation increased the project scope, OCX recognised that addressing the issue during construction would significantly improve the durability and lifespan of the restored facility while protecting the Owners Corporation’s long-term investment.

 

Stage 8 – Ancillary Works & Operational Readiness

Throughout the Project

Throughout the restoration works, OCX continued identifying opportunities to improve the long-term performance of the facility.

Additional infrastructure requiring replacement was identified, including severely deteriorated plant room doors that had deteriorated due to prolonged exposure to moisture and the environment and also pool decking and stairs.

Rather than postponing these works, OCX coordinated their replacement and refurbishment at a cost of approximately $25,000 plus GST, ensuring supporting infrastructure matched the quality of the newly restored facility and reducing the likelihood of future maintenance issues.

By integrating these ancillary works into the overall project programme, OCX minimised future mobilisation costs, reduced disruption to residents and ensured the facility could return to service as a complete operational asset.

 

Stage 9 – Successful Completion & Recommissioning

February 2026

Following completion of the restoration works, OCX coordinated the final inspections, commissioning, operational readiness and reopening of the facility.

Residents were provided with reopening notices, updated conditions of use and ongoing operational guidance, while maintenance arrangements were established to protect the Owners Corporation’s investment into the future.

After remaining closed for approximately two to three years, the facility was successfully reopened at the end of February 2026, restoring an important communal asset that had been unavailable to residents for an extended period.

 

Project Outcomes

Through proactive leadership, strategic planning and active project management, OCX successfully transformed a long-standing unresolved issue into a completed capital works project delivering lasting value to the Owners Corporation.

Our role extended well beyond coordinating contractors or administering Committee instructions.
